The Digital Economy Bill of the Labour government carries no mention of the much talked about 50 pence broadband internet tax mooted originally as part of the Digital Britain report put forward by former communications minister Lord Carter. Since the government has laid out its digital economy bill programmes now, it seems the proposal has been shunted across to be part of a Finance Bill that will be proposed later in 2010.

However, the digital economy bill did not shunt the anti-online filesharing legislation proposal as it has been mentioned that the power to disconnect the services of persistent online illegal downloaders should vest on the government. I has also been mentioned that the government should enjoy the power to discuss what it considered to be the changes necessarily required in the 900MHz radio spectrum dispute.

Earlier in the day, the digital economy bill was read out by the Queen in the House of Lords. Accorting to the government, the bill would ensure the realization of an infrastructure for communications, which best suits the digital age, besides boosting public service broadcasting, providing competitive communications and supporting future economic growth.

The digital economy bill further outlined that the controversial service disconnection plans for the persistent illegal downloaders would function as a process consisting of two stages. The first stage of the two according to the bill would be taking measures to make the consumers aware of the issues as well as the penalties they would be facing if they offended persistently.

The second stage would be the introduction of powers to disconnect the service for the persistent filesharers, if they refuse to put an end to their uncalled for activities even after receiving warning issued to them by the authorities. It is understood that by the spring of 2011, this proposal would become law.

A recent turn out that happened within the music industry, saw the differing artists agreeing upon a more prudential solution of broadband providers issuing the online illegal file sharers three warning before taking any stringent action.

It has been reported that the music industry has decided through voting to back a three-strikes anti-piracy rule, according to which online illegal file-sharers will have their internet connection speeds slowed down following warnings. With this, the music industry expects the rifting music artist of the UK to play down their differences.

It was turbulent times in the UK music industry until now with some leading musicians being divided over the proposal of the business secretary Peter Mandelson to suspend temporarily the internet connections of those users that persistently flouted the law.

When a number of music artists of the country such as Radiohead, Annie Lennox and Billy Bragg criticized the proposal of Mandelson for its excessive stringency, blooming artists such as James Blunt and Lily Allen supported the proposal. As a matter of fact, the breakaway anti-legislation artists had also formed a group dubbed the Featured Artists Coalition (FAC).

It has been reported that a meeting of around a hundred leading artists had taken place last day, mainly with a view to bring about a consensus with in the music industry of the country. It has also been reported that following the conclusion of the meeting, the artists had called on Mandelson to update him with the resolution.Visit broadband comparison site to find latest broadband deals and also read expert broadband reviews.

BT, the leading fixed-line broadband service provider in the United Kingdom has come up with an interesting revelation that the ongoing challenge of tackling illegal online file sharing upheld by the government on behalf of the copyright industry was likely to cause a hike in the broadband service charges in the country.

According to the estimate of BT, the broadband industry would have to bear the burden of a phenomenal cost of around GBP 1 million a day, for policing the online activities of the broadband consumers in the country. The BT broadband presentiment also hints that such a fund cannot be raised by the broadband supplier in the country at present without increasing the broadband service prices.

If the BT warning can be taken into account, it could mean that on top of the government proposed 50 pence annual broadband levy, the broadband customers in the country will also have to tolerate a hike of approximately GBP 2 per month on their internet service charges.

This intimidating fact becomes more significant currently as the onus now has fallen back on business secretary Peter Mandelson following a solution being reached upon by the artists of the music industry of the UK who met last day to discuss the anti-online piracy legislation proposal. The decision taken by the industry finally was to support a less stringent three-strike and broadband speed slow down policy.

Lord Mandelson, the business secretary of the United kingdom seems to have trodden upon the spine of a badger by launching a crackdown on illegal downloaders of movie and music files over the internet. The fact that arouses distress in Mandelson’s mind is that the number of his targeted illegal downloaders equated with one in twelve of the total UK population. The business secretary’s plans to criminalise around 7 million ‘illicit downloaders’ of the country have already been criticised by a large part of the digital and political segments.

A Former Labour Minister Leads the Anti-legislation Campaign

It is interesting to watch a former Labour minister leading the campaign against the allegedly criminalising legislation. Tom Watson, a former minister for digital engagement, in an article published in the Sunday’s Independent has called for a change where the illegal uploaders would be targeted instead of the downloaders. The new legislation expected to be announced in a fresh Digital Britain bill that would be published in September is also believed to inadvertently target scores of naïve parents that are uninformed of their children’s online whereabouts.

Watson also stated in his article that the sanctions not only posed the risk of criminalising a great proportion of the citizens of the UK, but also attached a regulatory burden that was unbearable, on an emerging technology, which had the potential to transform the society. He added that the sanctions also did not guarrantee that the artists and the culture of the country would get any richer, because of them.

According to Watson, the ministry should have been aiming at mapping a path ahead for businesses to gain financial advantage of the vast digital market, considering the positive fact that most people did not prefer to break the rule, even though they liked downloading music content from the internet.

The David Geffen Affair

The time chosen by Lord Mandelson to push forth the regulations too helped raise a few eye brows, as the British media almost unanimously reported the rendezvous between Mandelson and the Hollywood mogul David Geffen on the Greek island of Corfu. According to the reports, Mandelson who was holidaying in Greece had dined with the American tycoon at the Rothschild family villa on the island of Corfu.Geffen is the founder of the Asylum record label, which signed up the Eagles and Bob Dylan. The 66 year old is one of the most prominent figures in the US music and film industry. He had teamed with Steven Spielberg in 1994 to set up Dreamworks that produced popular flicks such as Gladiator, Saving Private Ryan and Shrek.

The Tory and the Pirate Party UK Stances

The stance of the Tories reflected in the expressed views of David Davies that the meeting of the business secretary of the UK with the Hollywood music and film giant did seem a coincidance that was remarkable. Davies said that Peter Mandelson should be made to disclose the details of his meetings with affluent friends on holiday as well as in the name of transparency, reveal precisely what they discussed.

Meanwhile, the leader of the Pirate Party UK, Andrew Robinson who will stand against Michael Foster, the Worcester Labour MP, opined that the proposed legislation represented an invasion into the civil liberties.

Lord Mandelson Responds

Lord Mandelson responded to the scathing attacks made by the detractors of the newly proposed anti-piracy legeslation, through a spokesman who revealed that file sharing was one thing that was not discussed at the dinner with Geffen. He avered that discussions had been going on over those issues for a matter of weeks and Mandelson was the last man to believe that Digital Britain was on the radar of David Geffen.

The Hull-based internet service provider Karoo has been in spotlight recently after its reportedly disconnecting the customers suspected of illegal file sharing without prior warning. This action of the broadband provider had invited widespread criticism from the residents of Hull where the company is the sole broadband supplier enjoying near monopoly. Besides the residents, it had also beckoned the disapproval of the Consumer Focus and Open Rights Group.

Karoo, realising that the tringent and exparte imposition of discipline might call for a backfire, has altered the course although nominally, to issue three warning before effectuating the termination of the wrongdoer’s subscription. The UK ISP seems to be thinking that the newly introduced policy would help in curbing illegal file sharing in its broadbandnetwork to a significant extent. Reports have also said that disconnected customers were required to sign a treaty under compulsion, admitting their guilt as well as confirming that the offence would be never repeated.

Nick Thompson, Karoo’s director of publishing and consumer services, commented on the fresh policy that their exceeding the copyright owners’, intenet users’ and media’s expectations was evident, which had prompted them to change their policy to move along with the standard industry approach, even while taking the issues of illegal filesharing and copyright infringement seriously. He added that on the way ahead they would deliver three written warnings to the offending customers, prior to the temporary suspension of their service.

Online piracy has been a big issue within the United Kingdom in the recent times. This fact is more than substantiated by the coverage it received in the recently published Digital Britain report of the government. In the following days, numerous suggestions had come up from various corners of the country as possible measures to resolve the problem, ranging from site blocking and bandwidth capping to reducing broadband speeds and even actual disconnection of the service.
