ISPA asks its members to comply with BCP

Last month, Internet Service Providers Association ( ISPA) released two BCP documents -  one on Unsolicited Bulk Email (UBE) and another on Law Enforcement Contact. ISPA promotes the best business broadband practice in the UK broadband industry, so its BCP documents are generally considered as non-mandatory recommendations by ISPA for its members.

Recommendations made by ISPA regarding UBE: The members should make sure that their email systems do not pass messages for unauthorized third parties. The members should trace the source of email, if it arrives from other networks. To prevent abuse of email services, the members make the contact details for their abuse team published on their website. The IP allocation entries in RIPE should have the abuse team email addresses. The member should take legal steps to prevent such abuses. Unsolicited Bulk Email (UBE) is a way of treating secondary services as an abuse so it must be treated as such. The customers should not be allowed to distribute tools, or lists of email addresses, thus resulting in UBE. The customers should be told that sending UBE will be treated as unacceptable behaviour. The customers should be informed about automated anti-spam mechanisms and their potential harmful side-effects.

Recommendations made by ISPA regarding Law enforcement contact:

  • ISPA members should assist Law Enforcement Agencies in all investigations by providing contact details of a named individual or other contact point (e.g.: general phone/fax number or email address)
  • ISPA members should respond to any request made by a LEA and be ready to contact LEA even after normal working hours.
  • Members should publish this information in their ‘legal notices’ in their website or include it in SPoC extranet with the help of Home office.
  • The members should also follow the proper legal and operational procedures in accordance with LEA’s requests
