It was stated by Consumer Focus Scotland that the goal could easily be achieved provided they could meet the proposal for digital services of the Scottish government.

The Infrastructure Action Plan launched by Alex Neil, the Secretary of Infrastructure plans to attain a step-change in the broadband download speeds in another three years so that they can attempt to start dealing with the existing digital divide.
