telephone exchanges and my problem

My BT exchange and all of its equipment is still under the ownership of BT and i was wondering if anyone knew if there is a way of finding out if and when the exchange would be opened up for the compeditors?
The reason i ask is i live in SG10 and all the great deals for broadband and phone are subject to equipment hire from bt, so the deals i see arent the ones im entitled to which is very fustrating.

Maybe try ringing up or emailing BT headquarters and asking them they might be able to offer you some good advice.
