Why people repeatedly ask the same

Why is it in this forum that people repeatedly ask the same questions over and over without reading first to see if there is already a thread for that topic. I noticed today that a person who answered a question, then asked the same very question they answered. Why would someone do this?

Every question contains a lot of meaning and the reader in this forum sometimes may not understand the real meaning which the member wants to explain

Yes some technical responses may be too much for that member to handle and may still seem to them like there question has not been answered so they ask this again.Im no technical wizard so if something technical was said i may not understand it fully.
