| The only way to get a fixed ip is to ask Virgin and that will normally be paid for.
You will also need to check if Virgin block any ports (I know NTHell used to), your specifically looking for Port 80 (HTTP) to be open.
Even if Virgin dont give you a fixed IP you can still operate a webserver, until reciently I ran all my websites from a dynamic IP, using a Dynamic DNS service. Point the DNS records of your domain name to them (Or they will give you a sub domain), have a little piece of software on your PC which updates the Dynamic DNS service when your IP changes, that in turn updates your DNS entry. That allows people to get to your PC even on a dynamic IP.
