The only way to get a fixed ip is to ask Virgin and that will normally be paid for.
You will also need to check if Virgin block any ports (I know NTHell used to), your specifically looking for Port 80 (HTTP) to be open.
Even if Virgin dont give you a fixed IP you can still operate a webserver, until reciently I ran all my websites from a dynamic IP, using a Dynamic DNS service. Point the DNS records of your domain name to them (Or they will give you a sub domain), have a little piece of software on your PC which updates the Dynamic DNS service when your IP changes, that in turn updates your DNS entry. That allows people to get to your PC even on a dynamic IP.

Where do you get the dynamic DNS service? Its interesting, because i couldnt get static's for my house, but that sounds good. It should be noted that internet will be very slow unless you have a very good internet link, and commercial hosting will not be possible, although i guess you already know that :P

You can run commercial websites, its just a question of volume and the other tricks you can use to make it faster.
I run all my websites at home, nothing too large but all work fine. Its been better since I moved to an 8meg Max service which has double my upload speed.
As for dynamic DNS I use EveryDns.net as its free, other choices are No-Ip.com and dyndns.org.

No, there is no way on broadband that you can get a fixed IP. So you need to select cable connection if you need fixed IP.
