Browsing is too slow

One of my friends has this problem.

He is with Toucan 512K broadband package. When he goes wireless and downloads any files, he finds it difficult to browse through web pages.

Does it happen because it is 512Kb broadband?

How far away from the exchange is he please, this could be the reason for slow speed if he is far away from the exchange and he is connected through a wireless router.Toucan im sure are upgrading their services all the time so it should get better and better.
