Host file
If I'm having issues with provider DNS at times, should I consider using a host file for name resolutions?

Well that depends on many factors. If you would provide us with complete information, then someone here would be able to try to better answer the question for you.

No, best not to fiddle with the host file at all. If you are having DNS problems have you tried using OpenDNS? Its pretty easy to setup, change the DNS settings on your router and you use their distributed DNS system rather than your ISPs one.

No never disturb your host files as IP's keep changing all the time of many sites and that files has to be mailtained dynamically by your router.

Well there you have it. I would listen to the advice of Jen and Niki they are very good at what they do and are knowledgable in this area.

Don't change your host file and just try reinstalling your devices or even windows if the problem still exists.

Sounds like you've never called up an ISP support desk then :-) Experienced person is not how I would describe the average 1st line support person.
