Phone Line Issue

I'm not certain whether this is a technical issue but this forum is the nearest thing.

I have recently moved into a new flat and wish to get broadband. There are no cable services available so an ADSL provider is my only choice. I am fully aware that I require a BT phone line however I am confused about the cost. I am prepared to pay an extra amount on top of my broadband for phone line rental (£10 with BT) but do I have to pay £100 pound for the installation? To my knowledge the last tenant had a BT phone line.

You should not have to pay such a large installation amount.
