Internet service providers these days are not very committed to the users as they are not providing the speed which they promise. What can we do about that?

About which ISP are you talking about? Sometimes the speed may vary according to the distance between the exchange and your computer or the cable you use. Please check these factors.

You can complain strongly to the internet server providor your problem and possible take legal action if this still is not sorted to your satisfaction.You could even phone or mail them im sure the message will get through.
