Is BT to be blamed for expensive broadband and low download speeds?

Every one is pointing there fingers at BT , but are they to be blamed ?
They have been slow to upgrade there network to ADSL 2+ .If they do that we will get a maximun of 24Mbps
If there are fibre optics in the cities then BT will be able to offer 50Mbps in those places
What do you feel is it them or are there other reasons ?

Also I think that the 3rd party ISP's have been slow to install there hardware into the exchanges, forcing everyone to use 'thin pipes'.
