I think it's acceptable - the heaviest users (and I admit I'm one of them) do have an impact on the connection quality for the rest of the users. If the ISP is running at an acceptable contention ratio, and still has trouble with a few users, then limitin them is OK. It's when they use such tactics to avoid keeping sensible user limits, and overload the UBRs, etc, that I think it's wrong.
